The new rules for airlines, resorts, vendors and such are based on safety, cleanliness and social distancing. For example at Cancun international airport, there are monitors that check visitors body temperature. They constantly clean with alcohol all doorknobs and check-in counters. The airport staff is wearing masks, gloves and has a clear acrylic board between them and the passengers. All passports and other documentation are not handled directly to avoid contact. The transfer companies are operating considering a maximum of 50% passengers per vehicle, all luggage is cleaned and sanitized before putting it into the vehicle. The resort check-in is similar to the airport. The restaurants and rooms are following very strict cleaning protocols.

Remember that wedding events receive perks and benefits depending on your guest count or better said on the total room nights your group ends up being. Having said that you won't have to pay for the rooms you did not use and that, of course, you released before penalty applies. But your food and drinks cost could be much more expensive, or your complimentary rooms and upgrades will be reduced among other things.
